PRESENT Members: Joe Neely, Symantec Corp.; Eric Fullar, UofO Telecomm Services; Ben Barrett, Elevensegrity; Chris Calise, IP Gear Inc.; Ollie Brown, Oregon Judicial Dept. Guests/Staff /Faculty: Dan Albrich, Mark Williams, Bob Barber, Gary Bricher, Dan Carrere, Linda Loft, Larry Scott. INTRODUCTION AND APPROVAL OF MINUTES A special welcome was given our new member: Ollie Brown The Fall minutes were approved as written. II. COMMUNITY SHARING Ben Barrett, Elevensegrity reported he is still working as a consultant on web design projects. There are now several companies that resulted from Lunar Logic's downsizing. Most are finding contracts in the same niche (electronic educational publishing) as Lunar Logic - now around 50 full-time employees. Ben asked if others had attended the Open Source Convention in Portland recently. Chris Calise, IP Gear Inc., said they are looking to acquire more companies, especially one with a 'soft' switch. When asked if they had looked at Open Source material, Chris said they do utilize some open source software in-house but needed a much better product with capabilities to monitor networks with more than 1000 gateways. The switch also needed to be extremely fast in order to handle the amount of VoIP that they have. Joe Neely, Symantec Corp. stated that things are fairly calm right now, although they are still hiring about 10 positions per month. Their current staffing at the Springfield site (company-wide it's largest campus) is at 1500. The Veritas support group is moving to Springfield, and Symantec on Jan 29 acquired another company Altiris ( HYPERLINK "http://www.altiris.com" www.altiris.com). Eric Fuller, UofO Information Services/Telecomm reported that they've been working on retro-fitting several old buildings owned by the University. The old Joe Romania building on Franklin is one which is being converted into an Art Gallery. Their group recently held a meeting with the new Senior VP and Provost, Linda Brady concerning the understaffing of Information Services. Dan Albrich, UofO Information Services/User Support said that current emphasis in on centralizing and consolidating some of their services. The newest project is a campus-wide Help Desk Tracking System. They are hoping to have a position posted to cover the new system. Ollie Brown, Oregon Judicial Dept./Information Technology Division stated that they are involved in a new 5-year strategic initiative, the 'electronic court house' mandated by the Supreme Court Chief Justice. It will create a more centralized service for paperless, Web-based court filings, including traffic ticket payments. They serve approximately 3000 users and 150-170 judges statewide. This project will entail dramatic changes to their technology infrastructure. BUSINESS and DISCUSSION Computing User Support Degree program review Bob Barber, lead faculty for the CUS program, presented a Benchmark project he has been working on over the last 2-3 years. This project is a comparison of the ACM guidelines for a User-Support program with the current CUS program. The ACM guidelines merge Networking and User Support, but approximately two-thirds of the learning outcomes map directly onto our CUS program. Bob mentioned it is hard to track over time as the guidelines are static and the CUS program has evolved since their publication. Considerable time was spent developing a database system to track the hundreds of performance objectives for the courses in the program and compare them to the guidelines. As a tool this system can now be utilized for our other programs. When questioned about the number of students currently in the program, Bob said there are twelve students on schedule to graduate this June. Joe Neely stated that a good method to improve enrollment is by advertising former student's job placement statistics. Linda Loft questioned recent reports of a slow-down in companies' off-shoring User Support. Several members felt that it seems to be stabilizing. Joe said that within Symantec they are now questioning whether some teams should not be off-shored. Symantec is having its own issues with extremely high turnover rate of their employees in India. When asked about efficiency with company mergers, Joe said it actually results in more support personnel needs, not less due to an increase in sales for the new (take-over) product(s). Concerning skill sets, Dan Albrich mentioned Win2003 Server as an example where you need specialized personnel to do either server administration or user support. Chris Calise said in most small companies one person does both. Larry Scott gave the example of EPUD, saying most students will go to work for smaller organizations. Eric Fullar replied that employees will pick up new technical skills as needed, so it is more important to learn how to problem solve. Dan A. added that the ability to prioritize is a highly important skill. Ollie Brown said their hiring criterion is a 4-yr degree or experience. They do not hire people based on their (MS) Office suite skills (considered necessary for clerical positions), but more technical skills. A discussion ensued over overlap between other programs needing computer skills such as administrative assistant and engineers, and our programs. Larry S. commented that this is just the evolution of 'Computer Literacy'. Mark Williams brought up the idea of pushing the computer literacy curriculum into the high school. Chris Calise said that literacy should be started at the high school level. Larry Scott said it could raise our expectancy of pre-requisite skills for the program and allow the program to meet a high-level of outcome. Eric Fullar questioned the wisdom of discouraging prospects into a program by having pre-requisites, especially when the program needs students. Computer Information Technology/College News Mark Williams gave a short report on the College budget, saying the campus mood is quiet yet cautious, with the budget currently in committee review. Preliminary results should be known within a month or two, with ultimate decisions finalized by Vlogٷ Board action in June. Flyers were handed out for the noon time 'Student Mixer' on Feb. 14th a result of proposal from the Advisory Board's fall meeting. Student Rep., Effie Siverts was unable to present it, but did request that Advisory members try to attend if possible. We have received the official state department of Education approval for the new Simulation & Gaming Programming AAS degree program. A list of recent graduates has been received from the Vlogٷ Foundation to use in follow-up surveys for the enrollment analysis project. Career Pathways and the role for the Advisory Committee Mark Williams continued the discussion started during fall's meeting on the Pathway framework by passing out a draft of a preliminary grant proposal. Pathways has an over-arching goal of linking academic preparation with jobs through multi-faceted paths. The idea is to design and/or articulate multiple entry and exit points along a career pathway. Mark said that one major milestone will be to create dynamic data-driven web representations for career choices and their pathways. He passed out examples from the Business department. A goal for the Advisory committee would be to help us test it by giving us feedback on these web representations through a web-based comment system. They would play the role of businesses using the system. Another role which would be helpful is to provide letters of support backing grant applications for the project funding. Ben Barrett brought up the idea of using natural language databases as a great fit for the project plus having the Simulation & Gaming majors write an interface. Mark remarked about the need to get broader IT feedback. Larry Scott suggested using the Coop-Ed supervisor's evaluation as an existing tool to gather information on skills existing or needed in the program. Joe Neely talked about pathways where technical-style certifications are used to get a job, and then while employed, to return for more education. This works especially well when employers pay for continuing education. Bob Barber asked folks to think about whether they want a college graduate versus highly technical skill sets. Joe N. replied that education never stops. Larry Scott commented that an untapped market for education is currently employed people. Chris Calise stated that we first must teach problem solving skills and then learn specific technical skills. Ollie Brown said that the education versus skills debate for employability will always fall on whatever the current economy will bear in terms of qualifications. But the priority skills still are: 1) problem solving, 2) communication, and 3) project management. Ben Barrett said that students will come back for more technical skills as long as the problem solving skills come first. Mark summed it up by saying that the Pathways idea is to provide information for all types of paths between education and employment. Chris Calise concluded that the Advisory board with members from large and small companies including private and public sectors is the right composition to help test this project. This discussion and work will continue via email between Advisory Committee meetings. Computer Network Security Certificate Gary Bricher passed out a flyer on the new Security certificate saying that the first course would be available this spring and the rest next year. Gary also mentioned that there were openings for IT professionals in the evening sections spring's networking classes. Joe Neely said those networking classes would be good for their entry-level people. Dan Albrich said they provide free training seminars twice per term that is open to anyone, not just UofO. He will email the training announcements to Linda Loft for distribution. (Additional emailed Comments) Frank Lupercio replied: "I actually can see a potential since we are on the process of trying to find an in house back up for our security administrator who can cover him when he is out. I believe it is a great opportunity here at EWEB." Tim Woolley said, "As a web development and hosting company InterVision takes great measures to secure and protect our data and resources. I have found that most security measures are implemented on a case by case basis and have been learned through the school of hard knocks. I feel that if a potential employee knew, and had the certificates to prove they knew, the ins and outs of network security their value as a potential employee would go way up. InterVision is a small company and we would not need a full time security specialist so the addition of the certificate program is a nice fit for a company like InterVision. It is a definite step in the right directions to have some real focus on one of the major issues that we, as IT professionals, face everyday." Michael Eldridge answered, "This class would meet my organizations needs. We face all of these issues and this training would be a good fit." Steve Cordon added his remarks saying "This Network Security Certificate does not directly address any of our organization's needs. That is not a critique of the certificate, however; it merely reflects our 'unique' Network Security needs. Details: We tend to need only a single, 'remarkable' IT person (Ours has decades of experience, with 200+ employee companies). The network security course may be generally useful skills/knowledge, but it isn't something we directly hire for. Our Network Security must withstand enterprise-level critique, as we deal with multi-billion-dollar companies like Electronic Arts with extreme requirements we must meet. If we hired a junior IT position, which we may add in the future, they wouldn't be responsible for network security."
